The DS3800HFXD1F1E is a Signal Conditioning Board manufactured by General Electric for use within the Mark IV Speedtronic system.
The DS3800HFXD1F1E is a rectangular board that is heavily populated with components. The left edge of the board is taken up by a backplane connector marked 218A4553-1 AMP 533002-1.
