About the DS3800NGRC
The DS3800NGRC is a PCB (printed circuit board) manufactured by GE as part of their Speedtronic (Mark IV) line. The Mark IV was designed for steam/gas turbine management and has the capability of automating some procedures such as startup and shut down. It also can keep the turbine system from operating during adverse or unsafe conditions.
The DS3800NGRC is designed to function as a regulator board built with these components and specs:

It is factory-drilled for mounting in all corners.

It is alignment marked (A through J) on one edge. It is marked 6BA08.

It has four communication ports, all located on the board's short edges. These include two 218A4637-P6 ports (one right and one left,) and two 218A4637-p4 ports (also right and left.)

It has a six-pin header attached along the left edge of the board.

It has twenty-five integrated circuits.

It has multiple capacitors. Capacitors tend to be round, polyester film through hole capacitors with axial leads. This includes 708A1 m/c 100V 2.0 +/1 10% (yellow,) and 708D1 M/e +/- 10% (yellow.)

Resistors of differing values populate the board. Resistors are both ceramic covered metal film and carbon composite.
